This document is a letter that President Ronald Reagan's Assistant Secretary for Congressional Relations, Powell A. Moore, sent to Congressman John Joseph Moakley. It is a reply to Moakley's letter of the previous month in which he expressed his concern over Reagan's decision to continue providing U.S. aid to the Salvadoran military and to train Salvadoran troops in the United States. In this reply, Moore asserts that this military training will ultimately help end human rights violations in El Salvador. He encloses a copy of a document that outlines Reagan's justification for continued aid to El Salvador (see DI-1080) as well as a copy of remarks on the issue by Assistant Secretary of State for Inter-American Affairs, Thomas O. Enders (this document is not available at this time).
