This document provides an overview of President Ronald Reagan's justification for the authorization of continued military aid to El Salvador, pursuant to provisions of PL 97-113, which gives him the authority to determine whether or not El Salvador has met certain conditions in order to continue receiving aid. The document outlines the ways in which Reagan believes that El Salvador has in fact made progress in ending human rights violations, in better controlling its military, and in other areas of political and economic development.
