This document is a press release that Congressman John Joseph Moakley's office issued to publicize his criticism of President Reagan's certification that El Salvador's government had taken appropriate steps to end human rights violation and to improve social, political and economic conditions. It quotes Moakley as expressing anger that Reagan had issued his certification despite ongoing problems in El Salvador and asserts Moakley's co-sponsorship of Congressman Gerry Studds' resolution to suspend aid to El Salvador until the House and Senate could complete its own review of that country's conditions.
