This document is a press release that Congressman Gerry E. Studds' office issued on February 2, 1982, following Studds' introduction of H. J. Res. 399., which would nullify President Reagan's certification that El Salvador had made progress in dealing with human rights violations and other political, economic, and social problems and would halt U.S. military aid to El Salvador. The release asserts that the House and Senate, not the president, should verify that El Salvador has met a list of five conditions before the United States will provide further military aid.
